Specific Regulatory Requirements
All manual systems contain Specific Regulatory Requirements (SRRs) based on each client’s specific aircraft, type of operation and organizational structure. For 121 certifications, these SRRs are derived from FAA’s own Element Evaluation Tracking Tool (EETT) in accordance with the latest Certification Process Document (CPD).

Safety & Compliance Assessments (External Audits)
- $1,850.00 minimum, plus travel expenses – Call for personalized quote.
OAG’s on-site safety & compliance audits are non-intrusive and provide senior management with insight as to process or system deficiencies, in addition to verifying regulatory compliance. Audits are conducted by qualified and experienced OAG auditors, and are currently offered to Part 121 & 135 operators as well as Part 91 flight departments. For smaller flight departments, typically 2 days on-site. Formal audit results within one week.
OAG 135 / 121 Manual Systems
- Call for quote – Complete manual systems including General Operations Manual, General Maintenance Manual, Flight Crew and Dispatcher Training Programs, MELs and Statement of Compliance. Guaranteed acceptance / approval by FAA.
Anti-Drug / Alcohol Misuse Program
- $475.00 1-TIME FEE + $100.00 / year annual subscription
Everything needed for FAA approval in accordance with FAR 121 Appendices I & J and current FAA guidance. Not just policy, but written procedures, controls and other safety attributes for the effective, compliant administration of your ADAMP. This is a comprehensive program includes employee and supervisor training curricula, easy-to-use forms and simplified record-keeping.
Transportation Security Program
- $795.00 1-time fee.
Fully customized to your company’s structure and staffing. Based on the standard TSA “Twelve-Five Security Program”, our program is elevated using ICAO document 8973 guidance and with safety attributes including responsibilities, authority, procedures and controls to ensure the highest possible degree of safety. Though not required for aircraft under 12,500 lbs. MGTOW, you may need this program for international operations, and to enhance security at home. Security-sensitive information, requires signed disclosure and your POI’s authorization.
Dangerous Goods Program
– $575.00 1-time fee
OAG’s Dangerous Goods (carry) program complies with new 135 Subpart K requirements and 121 Subpart Z. Fully customized to your company’s structure and staffing, with built-in safety attributes. Incorporates the use of IATA Dangerous Goods Training Programme Books to simplify training for all personnel, and all Forms necessary for the safe and compliant transport of dangerous goods, including COMAT (company materials).
Ground Deicing / Anti-Icing Program
– $650.00 1-time fee
A comprehensive program that incorporates safety attributes and is suitable for 121 approval and issuance of Ops. Spec. A023. Includes concepts, definitions and duties / responsibilities of both company and contractor personnel. Addresses fluid types I, II and IV with generic holdover times to reduce confusion and simplify the program. Procedures are included for a Pretakeoff Check (within holdover time) and a Pretakeoff Contamination Check (holdover time exceeded). Addresses freezing rain and other cold weather concerns. Fully customized for your specific aircraft type.
Safety Attributes
Safety Attributes are essential to proper written guidance. They were developed in part when FAA came to the realization that many carrier’s manuals (particularly many 135 carriers) often contained statements of policy rather than specific procedures and “checks and balances” (controls) to ensure the outcome of a process.
OAG believes all certificated aviation service providers will ultimately be required to incorporate safety attributes into their written guidance. FAA’s six Safety Attributes as applied by ATOS and SEP programs, are listed below:
Responsibility – is there a clearly identifiable, qualified and knowledgeable person who is accountable for the quality of a process?
Authority – is there a clearly identifiable, qualified, and knowledgeable person with the authority to establish and modify a process?
Procedures – are clear and accurate methods documented for accomplishing a process?
Controls – are checks and restraints designed into a process to ensure a desired result?
Process Measurement – are the various processes measured and assessed to identify and correct problems or potential problems?
Interfaces – are interactions between processes, between departments and between each department’s written guidance managed and controlled?
